Konstantinos Gloumis-Atsalakis was born in Athens and is an Athens Lawyer specializing in public and EU law. He studied at the Athens Law School and holds postgraduate degrees in European Law from the College of Europe (Belgium), and in “Law and Economics” from the University of Piraeus. From March 1, 2023, he serves as Governor and Chairman of the Board of the Welfare Benefits and Social Solidarity Organization (OPEKA). From 2019 to February 2023, he was Director of the special office of the Deputy Minister of Labor and Social Affairs, responsible for welfare and social solidarity issues, gaining extensive experience in matters of public administration, welfare, benefits and social services. From November 2022 he is concurrently a member of the temporary administration of the World Ark. Prior to assuming this position, he served as a lawyer in distinguished law firms taking on major competition, public procurement and energy law cases. He also served as a national expert at the Organization for Economic Cooperation and Development (OECD), in the context of the Competition Toolbox, formulating legislative interventions to remove regulatory obstacles to competition. He started out his career at the Directorate of Legislative Acts of the European Parliament. He published articles on European and international law in international and Greek scientific journals and has participated in scientific conferences in Greece and abroad. He speaks English, French and German.
