Rustem Umerov began his career at a telecom company, holding various management positions. In 2013 he found the investment company ASTEM and the charity fund ASTEM Foundation. ASTEM manages investments in communications, information technology, and infrastructure. ASTEM Foundation is one of the donors of the Ukrainian Emerging Leaders program at Stanford University. In 2019 became a member of Ukrainian Parliament, was a Secretary of a Human Rights Committee, focused on the issue of releasing of political prisoners of Ukraine illegally held by Russia. In February 2022 after the full-scale invasion of Russia against Ukraine, Mr Umerov became member of the Ukrainian negotiation delegation. His primary focus areas were: POWs exchange, negotiations on safe navigation routes in the Black Sea, evacuation of civilians. In September 2022 the Ukrainian Parliament appointed Rustem Umerov as a Head of the State Property Fund of Ukraine. an institution that manages all state owned enterprises in Ukraine. Currently State Property Fund (SPFU) manages over 3,5k enterprises, most of which are going to be privatized.
