Volodymyr Tolkach is a Ukrainian career diplomat currently serving as Ukraine's Ambassador Extraordinary and Plenipotentiary to the Republic of Serbia.

Born on January 17, 1959 in Kyiv.

 

Education:

1981 - Kyiv Taras Shevchenko University, engineer on hydrogeology and engineering geology;

1988 - postgraduate study at the Department of Hydrogeology and Engineering Geology, Faculty of Geology, Kyiv Taras Shevchenko University. PHD of Geological and Mineralogical Sciences;

1999 - Diplomatic Academy of Ukraine under the Ministry of Foreign Affairs of Ukraine, Master of Foreign Policy.

Professional Carrier:

2019 - 2021 - Head of the Human Rights and Council of Europe Division of the International Organisations Department General, Ministry of Foreign Affairs of Ukraine;

2010 - 2019 - Ambassador Extraordinary and Plenipotentiary of Ukraine to the State of Kuwait;

2009 - 2010 - Chargé d'Affaires of Ukraine in the Republic of Iraq;

2004 -2009 - Head of the OSCE Division of the UN and other International Organisations Department General, Ministry of Foreign Affairs of Ukraine;

2001 - 2004 - Counsellor of the Embassy, Chargé d'Affaires of Ukraine in the Republic of North Macedonia;

2000 - 2001 - Field Assistant to the Personal Representative of the OSCE Chairperson-in-Office on the conflict dealt with by the OSCE Minsk Conference;

1999 - 2000 - Adviser to the CIS Division of the First Territorial Department General, Ministry of Foreign Affairs of Ukraine;

1996 - 1997 - Political Adviser of the Head of the OSCE Mission to Georgia on the Settlement of the Georgian-Ossetian Conflict;

1994 - 1996 - First Secretary of the CIS Department General, Ministry of Foreign Affairs of Ukraine;

1993 - 1994 - Head of the External Dosimetry Unit of the Dosimetry Control Department of the SPE “Pripyat”, Chernobyl NPP contamination zone;

1988 - 1993 - Assistant Professor of Hydrogeology and Engineering Geology, Kyiv Taras Shevchenko University;
